This is an illegal issue as evidenced by the fact that the country name is shown as "Palestinian National Authority" instead of the correct name "The Palestinian Authority". The sheet was probably produced in Lithuania.

SC	172	500 fils	11 Oct 03	Tiny Stylized Turtles	Red stamp w/ colorful, intricate embroidery pattern. Two tiny turtles near the two vertical margins, about a third of the way down from the top of the stamp.	The denomination of this stamp was formerly listed erroneously on this site as 450 fils.
