Stamp depicts Mickey w/ a birthday cake with a sign saying "From Sept. 25th to Oct. 1st. This issue has been declared illegal by the Ivory Coast postal authorities (Scott Stamp Monthly, Nov. 2004, pg.84).

Marginal inscriptions: "Malayan Box Turtle" in left margin, "World Wide Fund for Nature" in top margin, "Cuora amboinensis" in right margin, and "Lao PDR" in bottom margin. Also, small picture of turtle in each of the four corners.
